What is CGTMSE?

CGTMSE stands for Credit Guarantee Fund Trust for Micro and Small Enterprises.

CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) is a government trust that guarantees collateral-free loans to micro and small enterprises. The lender takes a guarantee from the trust instead of demanding property or third-party security, with cover extending to credit facilities of up to ₹10 crore per borrower. You apply through a member bank or NBFC, not to CGTMSE directly.

The mechanics sit between your lender and the trust. You apply for a term loan or working-capital limit at a member lending institution; if sanctioned under the scheme, the lender obtains guarantee cover from CGTMSE and cannot insist on collateral or third-party guarantees for the covered facility. A guarantee fee is charged annually — typically passed on to the borrower — so the loan costs slightly more than a fully collateralised one, in exchange for not pledging assets.

To use it, get Udyam registration first (micro or small category), prepare clean financials and projections — a CMA-format report helps — and ask the bank specifically for CGTMSE cover when you apply. First-generation entrepreneurs and businesses without property are exactly who the scheme exists for. If one bank refuses, another member lender may fund the same file; appetite varies widely between branches.

The common frustration is a branch that quietly insists on collateral anyway for an eligible loan. That runs against the scheme's design and is worth escalating or switching lenders over. Also read the fee schedule before signing: over a long tenure the annual guarantee fee adds up, and comparing an unsecured CGTMSE loan against a cheaper secured loan is a genuine trade-off, not a formality.
