What GeM is and why it matters

GeM is the government's own procurement marketplace. Departments, ministries, PSUs, autonomous bodies and increasingly state agencies place their purchases through it, which means a supplier who is not registered is simply invisible to a large and reliably paying customer base.

For a small business the attraction is not only volume. Government buyers pay against documented milestones and the platform records the transaction trail, which makes receivables easier to finance than an open-account arrangement with a private buyer.

OEM or reseller — get this right first

The platform distinguishes between an original equipment manufacturer and a reseller, and the distinction governs what you can list. An OEM creates catalogues for its own brand, and can authorise resellers to sell it. A reseller must generally hold that authorisation on the platform before its listings go live. Sellers who register in the wrong capacity spend weeks unable to publish a catalogue, so we settle the categorisation and the brand position at the outset.

What registration requires

• PAN and Aadhaar of the authorised signatory, and PAN of the organisation
• Constitution proof — incorporation certificate, deed or registration certificate
• GSTIN, with filings consistent enough to pass platform validation
• Bank account in the organisation's name
• Udyam registration to claim micro and small enterprise benefits
• Brand authorisation, quality certificates or test reports for regulated products

MSE and startup relaxations

The relaxations are what make GeM realistically accessible to a young business. Udyam-registered micro and small enterprises receive purchase preference and, in many bids, exemption from the prior turnover and prior experience conditions that would otherwise disqualify them. DPIIT-recognised startups get comparable relaxations. Linking those registrations to the seller profile is what activates the benefit — holding the certificate is not enough if it is not on the account.

After registration: catalogue, bids and costs

Selling begins with the catalogue. Products must be listed against the correct category with specifications that match how buyers search, because a mis-categorised listing does not appear in the comparison at all. Small-value requirements are met by direct purchase; larger ones go through bids and reverse auctions with defined eligibility conditions.

Costs arise after registration rather than at it. Certain categories require caution money, and a transaction charge applies on orders above a threshold. Some product categories also require an independent vendor assessment before listing is permitted. We flag which of these applies to you before you commit.
