What the FSSAI State Licence is

Every food business in India must hold an FSSAI registration or licence under the Food Safety and Standards Act, 2006. The category depends on your annual turnover and scale. The FSSAI State Licence is the middle tier, required by medium-sized food businesses — typically those with annual turnover above ₹12 lakh and up to ₹20 crore — operating within a single state.

The State Licence applies to manufacturers, processors, larger restaurants and hotels, wholesalers, distributors and storage units above the small-scale threshold. Below ₹12 lakh turnover a business needs only Basic Registration; above ₹20 crore or for multi-state/import-export operations a Central Licence is required.

Documents required

  • Form B duly completed and signed.
  • Photo ID and address proof of the proprietor/partners/directors.
  • Proof of business premises (rent agreement / utility bill) and a layout plan of the unit.
  • List of food products/categories to be handled.
  • A food safety management plan, water test report (for manufacturers) and an authority letter for the nominated person.

Process, validity and timelines

We file your application on the FoSCoS portal with the correct Kind of Business, upload the documents, and respond to any clarifications from the State Food Safety Department. The licence can be issued for one to five years (you choose the term and the fee scales accordingly). State Licences are generally granted within a few weeks, subject to any inspection the department may order.

Penalties for operating without a licence

Running a food business without the required FSSAI licence is an offence that can attract a penalty of up to ₹5 lakh and imprisonment of up to six months. Non-compliance with hygiene and safety norms, mislabelling and substandard food carry their own penalties under the Act. Displaying your licence number on premises and packaging is mandatory. Renewing before expiry is essential — a lapsed licence means operating illegally.
